She soon begins to reform the school, and passes many decrees that restrict students' freedoms. Fudge soon appoints Professor Umbridge as the High Inquisitor of Hogwarts, which gives her much more control. This is because Fudge has been pressuring the Daily Prophet newspaper to publish untrue stories that discredit Harry so no one will believe his story that Voldemort has truly returned. Harry finds that many of his classmates believe he is mentally unstable. There, they learn that the new Defense Against the Dark Arts teacher is Dolores Umbridge, the Senior Undersecretary to Fudge. Harry and his friends Ron and Hermione return for their fifth year at Hogwarts School of Witchcraft and Wizardry. Thanks to her testimony, and Dumbledore's, Harry is cleared of all charges. She knows Dumbledore and has been watching out for Harry ever since he was a baby. Harry's neighbor, Arabella Figg, is a squib, which means she is a non-magical person with magical parents. Although Fudge is determined to have Harry expelled, Harry has an eyewitness to prove that he cast the spell out of self-defense.
